  Regional Operations Student Handbook


INTRODUCTION
The Office of Regional Operations is responsible for the development and delivery of services to students at campuses across northern BC. We provide many services locally, as well as over the Internet, via email or on the phone in conjunction with the Student Success Centre at the Prince George Campus

Regional Operations maintains three regional campuses, as well as an office at the Prince George campus. Click here for the regional campus nearest you. Additional information and contacts are listed at the end of this document, including a toll-free number for the Registrar's Office.

ADMISSION AND REGISTRATION INFORMATION
Students who plan to study at one of UNBC's campuses should contact the nearest Regional Campus (click here to see a map). Students are responsible for the accuracy and completeness of their application and registration documents. You must be admitted to UNBC before you can register. If you are not officially admitted and registered, you will not receive credit for courses.

How to Apply for Admission and Re-Admission
To become a UNBC student, you must apply for admission. You can obtain an admission form from one of the regional campuses or download it; then submit the application form to the nearest regional campus or to the Registrar's Office at the Prince George campus. You can also apply online. If you are applying for re-admission, include your student ID number on the application form.

Ensure that you select the appropriate admission category and indicate it on your application, as well as providing the fee and any necessary additional documentation that is required. Please click here for more information such as application requirements and deadlines.


REGISTER FOR COURSES
You can download a copy of the registration form in PDF format and submit it to any UNBC campus, or pick up a registration package from the regional campuses. Check the courses offered using the online UNBC Information System.

Complete the course selection form indicating which courses you want to take. (Check the UNBC Calendar for prerequisites). Include the course CRN number - which will be indicated in the registration package and the online information system - to ensure that you are registered in the correct section. Forward the completed form and the non-refundable $100 registration deposit to the Registrar's Office or one of UNBC's regional campuses. Your registration will not be processed until the deposit is received. This deposit is applied toward your tuition.

If you are already a UNBC student, you can also register online. However, you will need a student ID number and PIN number to access this service. Your student ID number is a 9 digit number that will be provided to you upon admission. Your default PIN number is your date of birth - 6 digits in DDMMYY format - and must be changed immediately after your first log-in. If you have any problems with your PIN or cannot locate either of these numbers, please contact one of the Regional campuses.

IF registering online, you also need to pay the $100 tuition deposit online or at one of the Regional campuses prior to attempting registration. Online registration will not be possible without a $100 credit on your account.

If you are intending to register in a World Wide Web course, you should be registered at least two weeks before classes start in order to recieve important information required to access these courses. Students registered in web courses should email their contact information to Regional Operations at karen@unbc.ca so that we can provide you with important information regarding your web course(s).”

Academic Advising
If you have declared a major (have completed more than 30 credits) and you're unsure which courses you should be taking, you should contact the Program Advisor.

If you have not declared a major and need assistance in your course selection, you should contact the Regional Campus in your area or call the Academic Advisor in the Registrar's Office.


COURSE ADDS, DROPS, AND WITHDRAWALS
If you need or want to change your courses, you may do so by completing an Add / Drop form. These are available at the Regional Campus or at the Registrar's Office. There are deadlines for making these changes after which there is a monetary or academic penalty or both. You can also download the Course Add/Drop Form and submit the form to any UNBC campus or add/drop courses online. Please refer to the Register for Courses section of this handbook regarding a PIN number that you will need to access online services.

FEES
All student accounts are payable in full by the first day of each semester and full refunds - less the tuition deposit - will only be available until the designated add/drop deadline. This is normally the end of the second week of the semester but may vary if the course runs on a different schedule. Students are advised to check with the Regional Campus regarding add/drop dates for their courses. Payments may be made by cash, cheque, money order, or credit card at the Registrar's Office in Prince George or at the Regional campuses. Payments made at a Regional campus will be immediately credited to the student's account. Please ensure that the correct student number is written on the face of all cheques and money orders submitted to the University along with the invoice.

You can also check the status of your financial account and pay online. Please refer to the Register for Courses section of this handbook regarding a PIN number that you will need to acces online services.

GRADES & TRANSCRIPTS
Regional students will receive a grade statement in the mail, after the grades have been processed for each semester. You can also check your grades online when the Registrar's Office has finished processing them. Please refer to the "Register for Courses" section of this handbook regarding a PIN number that you will need to access online services.


TRANSFERRING TO UNBC
If you are planning to transfer from another post-secondary institution in BC and were wondering if your present university or college classes will transfer to UNBC, you can check the online BC Transfer Guide. Students are also encouraged to contact the UNBC Articulation Officer to discuss their transfer credits.

If you are currently a UNBC student and wish to take courses at another post-secondary institution to count as credit towards your UNBC degree, you must obtain a Letter of Permission to attend the other institution and transfer the credits to UNBC.

Similarly, if you are a student at another post-secondary institution and want to take UNBC courses to count towards your degree, you should consult your institution's regulations regarding obtaining a Letter of Permission to attend UNBC.


APPEAL PROCEDURES
Refer to the UNBC calendar for futher details on this and related topics. Appeal forms are available in the Regional campuses or the Registrar's Office in Prince George. All appeals should be sent to the Registrar's Office.


UNBC REGIONAL DELIVERY
UNBC offers courses at all of its campuses using a variety of delivery methods. With the exception of web courses, these classes have regularly scheduled meeting times. Schedules are available from your Regional campus or online.
  • Face to Face
    In this method, the students and the instructor are present in the same classroom, with regularly schedule meeting times and locations. Some face to face courses are scheduled in intensive sessions. (one week or alternating weekends, etc.) Face to face courses will indicate "Lecture" as the Schedule Type in the online listings.
  • Audioconferencing
    Audioconferencing uses interactive telephone connections between classrooms at two or more campuses, with the instructor located at one of these campuses. Audioconference classes are scheduled at regular meeting times and may be supplemented with handouts and/or site visits. See the Delivery of Assignments section for information on sending assignments to your professor. Audioconference courses will indicate "Audio/Video" as the Schedule Type in the online listings.
  • World Wide Web
    Students enrolled in Web courses will obtain their course materials, give presentations, participate in class discussions and submit assignments via the World Wide Web. These classes require students to have access to a computer with an Internet connection. Students should be registered at least two weeks before classes start in order to receive important information required to access these courses. Textbooks can be purchased through the UNBC Bookstore via credit card and shipped via courier to the student. World Wide Web courses will indicate "World Wide Web" as the Schedule Type in the online listings.
To gain access to the web course(s) you have registered in, please refer to the Blackboard Computer Accounts section of this handbook or call the Distance Education Toll Free number (1-888-440-3440) to get access information.

DELIVERY OF ASSIGNMENTS & COURSE MATERIAL
Your instructor should provide you with instructions for submission of assignments. If your instructor is located at another campus, he/she may ask you to submit assignments through the internal mail. The University's inter-campus, internal mail is a courier bin service between the Prince George Campus and the regional campuses. Delivery service is overnight unless otherwise noted. All mail should be clearly labeled with the instructor's name and location. Assignments should be date stamped at the designated drop off point before being sent to the instructor.

Course materials delivered through the courier bins will be picked up on a daily basis and delivered to the appropriate class. Please allow one extra day for distribution of materials on the receiving end.

Items dropped off for delivery should arrive at the drop-off point at each campus as follows:

PEACE RIVER-LIARD REGION
Assignments being sent to instructors through the courier bins to Chetwynd and Dawson Creek will be delivered through Northern Lights College inter-campus mail. Assignments for Fort Nelson should be sent to Fort St. John where it will be placed in the mail. The inter-campus mail is centralized in Dawson Creek so please allow approximately three days for distribution of materials to these campuses.

All mail arriving from outside the Peace River- Liard Region will be sent via the Prince George Campus courier to the Fort St. John campus and then delivered through Northern Lights College inter-campus mail or Canada Post to the appropriate campus. This service will involve up to three days additional delivery time.

Chetwynd - The courier service is available every Tuesday and Thursday through Northern Lights College inter-campus mail or Canada Post. Assignments should be dropped off at the Front Desk before 12:00 noon. Assignments can be picked up at the Front Desk as well.

Dawson Creek - Assignments can be picked up or sent through the Northern Lights College inter-campus mail. All materials to be sent out should arrive at the Switchboard before 9:30 am. Assignments can also be faxed to the Instructor. The cost for faxing is $1.00 per page plus GST.

Fort St. John - Students should drop off assignments at the UNBC Regional Campus in Fort St. John before 12:00 pm.

Fort Nelson - Assignments may be sent via Canada Post to Fort St. John (takes approximately 3 days to reach the Fort St. John campus and another day to reach Prince George, if needed) or faxed to the instructor. All course materials are available for pick-up in the Teleconference Room (Rm. 137A).

Tumbler Ridge - UNBC students may send assignments through Canada Post or fax them to the instructor. Course materials can be picked up at the Front Desk.

SOUTH-CENTRAL REGION
Marked assignments and other correspondence from instructors or staff, as well as UNBC Library materials, may be picked up at the University College of the Cariboo Library desk in Williams Lake and at the South-Central Campus in Quesnel.

Quesnel - Assignments should be dropped off at the South-Central Campus before 2:00 pm in order to go out in the courier bin the same day.

Williams Lake - Assignments can be dropped off or picked up at the UCC Library (79 South 4th Avenue). Any materials being sent through the courier bin should arrive at the office before 2:00 pm.

NORTHWEST REGION
Prince Rupert - Assignments to be sent to or picked up from the instructor should be dropped off and picked up at the front desk of the Northwest Community College administration building by 12:00pm.

Terrace - Course materials / assignments can be picked up or dropped off at the regional campus. If you are sending assignments to your instructor the items should be dropped off at the regional campus no later than 3:00 pm.

WILP WILXO'OSKWHL NISGA'A
New Aiyansh - Assignments are either faxed or sent through the courier bin via Terrace to the instructor. Contact the staff at WWN for delivery times.

PRINCE GEORGE
Prince George Campus - When the instructor is at one of the regional campuses, students may drop off assignments at the Regional Operations Office (Room 3043 – Admin Bldg) before 12:00 noon. All assignments can be picked up from Regional Operations after 3:00pm.


COURIER STRIKE PROCEDURES
In case of a courier strike, mailing instructions will be made available as early as possible. It is your responsibility, however, to keep in contact with both your instructor and the Regional Campus to check on the arrangements.


COURSE EVALUATIONS
At the end of the term you will be given a Course Evaluation Form. Please take the time to fill it in. Your comments are an important factor in the quality of delivery of all types of courses. Course Evaluations should be sent directly to Regional Operations - Prince George Campus. If you are registered in a web course, you will receive an email with instructions for online evaluations.


BOOKSTORE SERVICES
South-Central Region
Students in Quesnel and Williams Lake may purchase textbooks directly from the South-Central Campus in Quesnel.

Northwest Region
In Terrace, students may purchase textbooks from the Northwest Campus. If you are taking a course in another community (i.e. Prince Rupert, Hazelton, Kitimat, Haida Gwaii, etc) please contact the Northwest Campus for textbook arrangements.

Peace River-Liard Region
Students enrolled in UNBC courses at Chetwynd, Dawson Creek, Fort St. John, Fort Nelson, and Tumbler Ridge may purchase textbooks directly from the campus in Fort St. John. Please contact the Peace River-Liard Campus to make arrangements for payment and delivery.


COOPERATIVE EDUCATION
Regional students who meet the requirements of the Co-op Program may be eligible to participate. Contact the Co-op Office at (250) 960-6598 for details. General information / brochures are available at the Regional Campuses.


COMPUTING SERVICES
General UNBC Computer Accounts
You will need your student ID number and PIN number to obtain information about your general UNBC computer account. Your 9 digit student ID number will be provided to you by the Registrar's Office upon confirmation of admission. Your default PIN number is your date of birth, in a 6 digit DDMMYY format. If you have any problems with your PIN or cannot locate either of these numbers, please contact the Regional Campus nearest you.

Once you have registered for classes, you can find your computer account user ID and create your own password online. Follow the instructions on the Computer Account Info pages to get your computer account ID and set or change your password.

Accessing Web Courses (Blackboard)
You will need a UNBC computer account user ID and password in order to access any web course you have registered for. Once you have obtained your UNBC computer account user ID and password, you can log into the web course at the Blackboard Homepage. Prior to the first day of the class, you will be contacted to ensure that you have set up your computer account as noted in the "General UNBC Computer Accounts" section below.

If you have any problems accessing your web course or if you have any technical difficulties, questions or require assistance using Blackboard, please call 1-888-440-3440 and choose "Web Course Technical Support" from the menu.

Computer Labs
Computer labs are available in most locations. See information below or contact the nearest Regional Campus for details.

PEACE RIVER-LIARD REGION

Chetwynd - Northern Lights College Computer lab is available to students. For availability of the labs students should contact the Office Administration Instructor.

Dawson Creek - The Dawson Creek Campus has a computer lab in the Resource Room and an open lab in the evening. There is also computer access in the Library. Please check with the Switchboard or Student Services for available times.

Fort Nelson - Two computer labs are available at the campus. Students should check with the Front Desk for availability. The campus also has 4 computers available for student use in the Library (2 Macs and 2 IBM's)

Fort St. John - UNBC students can access two computers in the UNBC office at the Peace River-Liard Campus in Fort St. John from 8:30am-12:00pm and 1:00-4:30pm Monday-Friday. See Regional Campus staff for other hours of availability. UNBC students can also access computers in the Student Computing Facility (Room 216). This lab contains a number of computers with word processing and spreadsheet capabilities. Hours of operation are posted.

Tumbler Ridge - Computer labs are available at the Northern Lights College campus. Students should check with the Front Desk for availability.

SOUTH-CENTRAL REGION

Quesnel - The South-Central Campus has four computers available for student use during working hours. See Regional Campus staff to arrange after-hour alternatives.

Williams Lake - The University College of the Cariboo's computer lab (350 Barnard Street) is available to UNBC students. Hours of operation are posted outside the room. A University College of the Cariboo computing account may be required. Consult UCC Library staff.

NORTHWEST REGION

Prince Rupert - The Northwest Community College computer lab is available to UNBC students. It is located in Room 320 and the hours of operation are posted.

Terrace - There is a computer lab with 4 computers at the campus. The lab is open 9:00am-12:00pm and 1:00pm-4:00pm Monday - Friday. Please call the Northwest Campus to book other times if needed. Northwest Community College also has three computer labs that are available for student use. Two are located on the main floor of the Admin building and one on the main floor of the Trades building. Hours of operation are from 8:30 am - 9:00 pm - Monday to Friday and 12:00 noon - 5:00 pm - Saturday and Sunday. There are also computers available for student use in the NWCC Library.

WILP WILXO'OSKWHL NISGA'A

New Aiyansh - Students wishing to use the computer lab should contact the WWN staff to book a time.


CENTRE FOR TEACHING AND LEARNING
The Centre for Teaching and Learning supports the development and delivery of educational content through the use of information technology.

The Centre periodically has contract job opportunities and helps develop web-authoring skills for students: some of these appointments may be available to students at regional campuses.

The Centre will provide faculty with:
  • Assistance in building Web courses
  • Support using Blackboard in your class
  • Workshops on audioconference delivery
The Centre will provide students with assistance in:
  • accessing Web courses
  • overcoming technical problems related to Web courses

LIBRARY SERVICES
In order to access materials and services from the Prince George campus, regional students should fill out a UNBC Library Registration Form available online from the UNBC Library Regional Services web page. Registering with the University does not automatically register you with the Library, you must obtain a UNBC Library account separately. All address and name changes must be forwarded separately to the Library Circulation desk. The Regional Services Librarian can be reached by phone, fax or e-mail.

Library collections at the College of New Caledonia, Northern Lights College, Northwest Community College, University of the Cariboo, and the University of Northern British Columbia are available to all registered UNBC students. These include books, journal articles, videotapes, and microfiche documents. Interlibrary Loans (borrowing items from other libraries) can also be placed either by the student or for the student.

Items from the UNBC library collection (books, videos) can be borrowed and will be sent via courier bin or through the mail. Journal articles and micromaterial documents will either be photocopied or printed and sent to you. Please check these arrangements with the Regional Services Librarian, as some restrictions apply. Undergraduates may borrow up to 25 items at one time. Books can be borrowed for 35 days. Graduate students have term loans and may borrow 50 items. Videos and audio recordings may be borrowed for three weeks. Borrowed items may be renewed but will be subject to recall if another person requires the item.

Research assistance (help with literature searches and reference questions) and library instruction is available through web access, voice, fax, e-mail, and face to face instruction.

INTERNATIONAL EXCHANGE AND STUDENT PROGRAMS
International Exchange and Student Programs plays an important role in fostering an international perspective for the University of Northern British Columbia by:
  • Establishing cooperative agreements with universities abroad. These arrangements provide for the exchange of students, faculty, and staff and the development of joint research projects.
  • Encouraging international students to enroll at UNBC and become active participants in all aspects of campus and community life.
  • Developing programs, activities, and events that promote international awareness on campus and in the community.

STUDENT SERVICES
The Student Success Centre offers a wide range of services. Although the staff is located on the Prince George Campus, arrangements have been made with the colleges and community advisers to deliver some services to regional campuses. Brief descriptions of the types of service are listed below. However, if you require additional information or assistance, call the listed contacts directly or contact the Regional Campus in your area.

Orientation
Orientation services / activities are provided at several regional campuses. Contact the nearest Regional Campus for more information on orientation activities.

Student ID & Library Cards
To obtain a Student ID card, contact the nearest Regional Campus for details.

If you intend to use the UNBC Library, you must also obtain a UNBC Library account. Please refer to the Regional Services web page for information on how to obtain a library account.

Counselling Centre
UNBC Counselling Centre, in partnership with resource agencies within the regional communities, provides counselling to all students located throughout the University region. The Counselling Centre offers personal and career counselling, programs, services and activities to help students in managing the challenges of academic, spiritual, cultural and personal development. Printed materials are available at all UNBC Campuses.

Awards, Financial Aid and Student Employment Centre
The Awards, Financial Aid and Student Employment Centre assists full-time and part-time students in acquiring financial resources to fund their education. Financial assistance is available through various government agencies that provide loans and bursaries, UNBC Scholarships and Bursaries, private and corporate scholarships, external agencies and through employment opportunities.

Information on scholarships, bursaries, and other forms of financial assistance are available in the printed UNBC Calendar and on the Awards and Financial Aid web page. Application forms and information on student loans are available from the Financial Aid Office or the Regional Campuses.

Academic Success Centre
 
The Academic Success Centre assists all UNBC students in developing the learning strategies, writing skills, and math/stats abilities needed for academic success at the university. We offer one-to-one and online tutoring, the Supplemental Instruction program, workshops, and web resources.
 
Students may submit papers through the online tutoring portal http://unbc.askonline.net . ***Note*** Students will need to set-up a user name and password in order to access the online system.

Access Resource Centre Centre

Health & Wellness Centre
The Health & Wellness Centre is located on the Prince George campus.

The goals of the Centre are to assist UNBC students to manage short and longer term illnesses, provide minor treatment at the Prince George campus, and to promote health and wellness in students as individuals and as a UNBC community. Students at campuses other than the Prince George campus may utilize the Health and Wellness Centre in three ways:
  1. If you are visiting the Prince George campus, please feel free to drop in and attend any scheduled clinics or make an appointment for an individual appointment with the nurse by contacting the Centre at (250) 960-6370 or johnsonr@unbc.ca
  2. Visit the Health & Wellness Centre homepage for a list of current events, Centre news, information and other resources.

The Health & Wellness Centre staff appreciate that many communities have a variety of wellness and health resources that can be accessed. The goal of the UNBC Health & Wellness Centre is to be a resource where there may be gaps in service.
